The above cross relate to the atrocities and the crimes committed against the Jews by the Nazi war mongers. The most essential of provisions that emerges here, however, is the simple factor that there shall not be 'any' positive discrimination (pre planned or organised as was with the case for 'The Holocaust', crimes). The comprehensiveness of this Article was one of the gems that attracted the attention of young Andrew when he first read the European Convention while a student at 'The English School', Nicosia, Cyprus.

On the left an explicit letter that was sent to the letters editor of 'The Times' in 1996. The need to communicate, in the context of the letter, at the time, arose when Dr. Tate came up with a 'brilliant idea' for the Department of Education, in the United Kingdom. The idea simply: 'The Department should introduce its own code of conduct and morals'. He sited, at the time, the failures of the three main religions and PARENTS,  in the UK, who fail to instil in the upbringing of their children appropriate guidance in such matters. It goes without saying that in view of dwindling church attendance the lack of moral education was blamed on religious leaders as well, not just the parents.

Dear Prime Minister,

Re: My concerns, not to be caused to embarrass the government that is keeping its promises to the electorate, from day one.

Further to my telephone call earlier this afternoon when I spoke to Mr Williams, I transmit only the following documents that cover the issues I spoke of:

1. Seven pages of amended presentation for publication (changes) intended for the INTERNET where only some of the material has been published already. The seven pages cover dishonesty, deceptions and fraudulent misrepresentations AND USE of and failures to refer FORGERIES they relied upon to the police for over a year, by the staff at Haringey Council in the handling of Housing benefit funds. I am aware that:

(a) My explicit submissions to the Home Secretary in December 1998 lead to the Government taking immediate action and recently announced Tax Credit instead.

(b) The Conservative councillor Peter Forest rushed to expose the Housing Benefit scams and fraud indulged into by the staff of the council. This was soon after the announcement by the government to assist financially Haringey Council following my letter of 18 December 1998 to the Rt. Hon. Jack Straw.

(C) The Lord Chancellor also took steps in order to curb the abuse of Legal Aid facilities. Papers only, because the facility was being used, invariably, in order to convert rents due and payable to private landlords to allegedly legitimate legal costs through the relevant county court. The cowboy lawyers, the refugees and the legal aid facilities announcement on 19th May 1999.

2. Three page letter dated 7th August 1999; it was faxed to Sir Paul Condon today. Therein 19th cover criminal activities his subordinates have been ignoring in contempt of breaches of National Law and violations of International Law - HUMAN RIGHTS. I draw your personal attention to the provisions of Article I of the First Protocol of the European convention on Human Rights. No one to be deprived of properties except through due process of law; not even on reliance on officers of the ‘relevant county court’ to ignore the criminal activities and the misconduct of other public servants while defrauding and prejudicing the rights in law of the targeted private landlords.

I submit copy of a second letter I received in 1995 from the Rt. I-Ion. Paul Boateng, I fear that transmitting the initial letter dated 3" July 1995 might fall in the wrong hands. In the earlier letter the Rt. Hon. Paul Boateng admitted the facts I knew of and recognised as long ago as 1969/1972. The fraud in the legal system; issues I have been investigating since 1974. AS I stated to Mr Williams it is not my wish to embarrass the Government. It has kept its promises to the Lawrence family and to me (letter dated 3rd July 1995 from the Rt. Hon. Paul Boateng).

However, it appears that the Metropolitan Police, Haringey Division is either as corrupt as they come or that officers from within are hell bent determined to force me to publish more damning material. There exists other documented evidence than what has just been added to the pages on Local Authority staff - VIOLATIONS - in law (more than as transmitted now).

The present pages are intended for publication on the INTERNET in the event the police carry on ignoring the law and the violated rights of the intended victims; the private landlords. I draw your personal attention to the fact that the violence and the assault through which I could have lost my life, lead to partial loss of use of my right arm yet, in no way affected my determination not to rush into anything without due consideration of all factors.

My communications to the detective constable and to his superintendent have been transmitted to Sir Paul Condon QPM. My submissions to the Lawrence Inquiry are published on the INTERNET and have been acknowledged in volume 2 of the published inquiry. Tormenting and torturing the victims of crimes while aiding and abetting criminals through blatant defaults as in the Lawrence family tribulations over which the government acted.

I transmit also two page press release covering aspects which I believe you, personally, will take an interest in. The media barons and editors, more often than not, appear to be disinterested in serious matters unless such could lead to some political scandal. Hence my present concerns because of the fact that Haringey council has been Labour controlled ever since my parental family moved to Wood Green in 1957. However, at the end of the day loyalty and consideration of what the government has done so far has to be outweighed by the fact that I DO NOT CONDONE crime under any circumstances. Honourable Mr Blair, WHO GOVERNS? The Government or corrupt and corrupted individuals who are seen by the media and the manipulators, from within, of any given situation as vehicles through which to promote and achieve the personal goals of the editors and the powers behind them? Your personal intervention to cause the police to act and to charge the dishonest tenants Hadjoudj and Wjemuni is called for. Such action by the police of their own will indicate that the government is not wavering in its undertaking to reduce crime and to set new agendas for both law enforcement agencies. It is time for a return to morals and adherence to LAW.

I draw your attention to the closing paragraph on the seventh page of the transmitted web pages, as amended for publication in due course. Note the facts behind those simple words; find me a knowledgeable quango who can justify why so much damage and interference by the dishonest abusers of public office. Such persons have been seen to misconduct in public office, in contempt of the law and contemptuous of the rights in law of the citizens, whose rights they violate. Abuse of office leading to much more than theft, through deception and fraud, to blatant interference in the future plans of ordinary citizens. The citizens targeted because of the fact they own property which others assume the right, through misconduct in public office, to deprive them of; denying them their own plans for their own futures.

Dear Prime Minister,

Re: My concerns, not to be caused to embarrass the government that is its promises to the electorate, from day one.

Further to my telephone call on Monday 14th instant I re-transmit my earlier letter of 9th August and the documents I transmitted on 10th August 1999. I was informed on Monday 14 instant that no reply was sent because my earlier letter was not endorsed with my address. My present letter is so endorsed. I look forward to receiving your concerned response especially after the stern warning you gave to public servants; those who fail to perform as such, first and foremost, however they must do so within Parliament’s and International - human rights law. Very encouraging, also, the steps taken by the government in respect of the Fraud in the NHS.

I know that you will recognise my concerns are genuine and well founded. I was caused to accept the facts of life, I refer to a very long time ago. My anxieties for society are as real, and as genuine, as any decent, law abiding and public-spirited citizen could be and muster. My resolve to carry on with the research that added to my insight of the ‘system of operations’ was enhanced through knowledge that any government you were to lead (1995 exchange of letters) would deal with the problems in the areas I have been researching since 1974.

The copies I transmit clarify my predicament. I most sincerely do not wish to embarrass the government because of some rotten apples operating at and out of Haringey Council. I am waiting for an investigation proper in the matter of the police failures to-date and I will not be treated as the Lawrence family for which New Labour kept its pre-election promises. The police have as yet to take actions and steps to curb the criminal activities in the matters I reported even though I have sufficient documented evidence to support convictions. I laid information to the police as long ago as March/September 1996. My concerns and actions are covered indirectly, on the uk-human-rights web-site, through references to the Conservative councillor at Haringey, who came out of the woods to speak of the housing situation and the fraudulent activities and the scams within the confines of Haringey Council.

My letter, of 18 December 1998, to the Rt. Hon. Jack Straw, Home secretary, qualifies my stance and my genuine interests in the well being and the welfare of all citizens within the United Kingdom. In ‘my letter I briefly touched the obvious repercussions and the effects on our economy and society because of the negative use of manpower due to waste and in chasing wrongs instigated and promoted by public servants, serving other ulterior motives.

In the event that you personally feel the need to seek of me additional information I am in no doubt you will contact me. The explicit letter, dated 3d July 1995, from the Rt. Hon. Paul Boateng to my person, I do not transmit. I do not wish for copy of it to fall in the wrong hands, for it could be used for the wrong purposes and or reasons, as I cover in my earlier letter.

I would like, if I may be permitted to do so, to transmit. to you an explicit and succinct affidavit that no member of the legal professions, as they operate and engage in our country would dare settle and submit to any public official. The documented evidence in support of the statements no one could possibly fault and or ignore, except persons participating in the promotions of the criminal activities. Ordinary citizens who worked hard and invested for their retirement are loosing their properties because of abuse of public office by council staff who were/are let loose on society; council staff who may or may not be acting as instructed simply to generate work for the legal circles. The latest report from OLSO clear and explicit; the government’s demands of the legal ‘services’ very clear indeed. It is however the causes, who and what practices, and the teachings through examples set, that lead to and generate the situations the parasites latch on and abuse, as the anonymous solicitor spoke of to the ‘Mail on Sunday’, last June. I believe that New Labour will deliver us from the wrongs we have been suffering for far too long. Use of our resources in terms of human potential and capabilities can and should be channelled through rights not wrongs, through positives not through negatives. It is our produce and ingenuity we can sell to others not the minefields of corrupt and bankrupt public services.
