Dear Sir

Re: COPIES of crime records demanded following disclosures by third parties.

Further to my telephone call this morning (when I spoke to a member of your staff, Miss Rita) I hereby re-iterate the need for me to exercise my rights in law. I therefore wish to attend the police station in order to secure copies of the records attached to and arising out of the above CRIMES. I hereby qualify that I was informed recently by the staff of the CICA that decisions entered into by the Authority were founded on ‘information they received from the police at Hornsey’. In June they quoted the name of Mr R Parker as their informant; later they stated the ‘alleged information was furnished to the authority by P.c. Holder. Both named persons and others received letters from me consequential to the assault on my person and on my properties by the criminal Nihal Wijemuni who acted jointly with his brother in law, Nono Congalves.

I hereby, therefore, wish to have access to and true copy of the full text of the alleged/promoted information that an agent of the Metropolitan police at Hornsey submitted to the authority. I draw your attention to my rights under the Data Protection Act. More importantly the provisions of Articles 6, 14, and of the 1st Article of the First Protocol of the European Convention on Human Rights. The last provision stated covers your colleague’s enquiry(?) in respect of members of the "self perpetuating cancerous growth industry" Ó (solicitors/legal circles). I specifically draw your personal attention to all of the provisions of paragraphs 2 and 3 of Article 6. Explicit the provisions of paragraph 3, sub-paragraph (d) of article 6 to which I draw your attention.

I point out that some years ago I challenged the so-called Public Interest Immunity Orders. You are no doubt aware that the police can no longer rely on ‘amenable court officers’ to promote such obstacles to ‘untainted justice and or the rights in law of citizens being denied, obstructed, perverted. Public servants and in particular the police, relied on such rulings and they indulged as they pleased, outside the law. I simply pointed out that we are not at war and that National Security was/is rot at risk. I EMPHASISED that NATIONAL DISGRACE IS. Do note that the arguments and common sense proclamation are also published on the INTERNET. The world thus has the opportunity to marvel at the ingenuity of our law enforcement agencies; the self promoting and self propelling ‘envy of the world’ fallacies from and for the script writers who excel in and at the theatrical productions/presentations. The ‘material’ the media barons and their editors love publicising alongside the page 3 mammary knockers etc., with other sex objects for the benefit of the animals within our shores Such vile activities may be good enough for the promoters but not for this citizen and many others who abhor CRIME. Diversion tactics for consumption by the naïve and the gullible through the wool over your eyes practices by the sycophants and the hypocrites that abound within certain circles. Promotions by and from organised criminals. The many court cases gone wrong reviewed. at cost to the public; the revenue providers: the public who lack adequate educational facilities and health services. Budget funds wasted by and for the actors the script writers and the directors of the theatrical productions who milk the budget in the purported service of blind, deaf and dumb Justice, as the Stephen Lawrence Inquiry brought to the surface for debate by all. mother inquiring in the course of the Inquiry: "Am I on trial here?" Published on the INTERNET sections of the Criminal Justice Act 1988, for the world at large to note the intentions of our Parliament and HOW our police ignore its LAWS.

Refer to the headlines in the Daily Mirror of 12 May 1992. On that very day I was challenging, through an appropriate appeal at court, THE collective practices of alleged public servants from within the police and courts. The facts behind that case warranted THE EXPLICIT APPEAL; the facts and events are published on the INTERNET. A well documented case the facts of which were also submitted to the Stephen Lawrence Inquiry for posterity’s sake. Refer to volume 2, appendix 17, original print, or 16 subsequent edition; submissions by The CAMILA Project. (citizens against Maladministration In Law Application).

The Defence Advisory Committee has made it clear that no ‘DA’ notices were or have been issued to the Media barons on matters covering policing and legal issues. The letters exchanged with the advisory committee ARE also published on the INTERNET for the world to take notice, where the well organised ‘media’ stand in matters of crime perpetrated by UK Crimes Incorporated Unlimited. Unlimited, naturally, care of the media barons and their editors.

You must be aware that the CRIMES arising out of the practices that set the wheels in motion in 1996’ have already been exposed in the local press. All BECAUSE OF MY VIGILANCE and my perseverance as of February 1996. The fact was and remains that we were dealing with FRAUD and CORRUPTION. It was and it had/has been attached to and arose out of the abuse of Social Security funds; the funds that Haringey Council, and its staff, secure from central government, as other local authorities did/do. However, all criminals have been ignoring Parliament’s LAW and the FACT that in order to secure the relevant funds Councils SUBMIT to central government the TENANCY AGREEMENTS claimants deliver to them. The Agreements ARE endorsed with the names of the landlords and or their agents qualifying who the providers of the service and or the accommodation, in EACH and every claim. The very agreements qualify also that there exist PRE-EXISTING LIABILITIES the claimants have contracted to. You refer to the Counterfeit and Theft Acts and justify all attempts by the police, among others, to promote false ACCOUNTING and misleading computer printouts at ANY time when endorsing dishonesty and deception by Council staff and encouraged/promoted dishonest Housing benefit claimants. Above all justify and qualify, in law, any assertions your colleagues and subordinates submitted to the CICA, bearing in mind that in attempts to rely on abuse of the civil court’s processes the criminal Wijemuni, two firms of solicitors and others learnt good lessons. Not all citizens are naïve and or dependent on the legal/judicial Mafia that has been operating freely in our country as YOU. the police at large have been endorsing and allowing them to impose on the illiterate in law population. Some citizens are capable of RELYING ON. and using, PARLIAMENT’S Law as Parliament intended unlike certain, if not most ‘operatives’ from within

I do, therefore, demand my rights in law, without further prevarication, pretexts and or obstructions, to have copies of the records the police made and USED in the above crime and case reference number. UNLESS there be now an undertaking by the police to proceed forthwith with the prosecution of the criminal Nihal Wijemuni, I must have the co-operation of the police in every respect. Never mind any arrangements the police entered into with third parties OUTSIDE the law as of December 1995 and thereafter. Be advised that I was caused to submit to Chief Superintendent Stephen James as of last June, copies of a number of documents. They were signed for by a ‘representative’ of the Metropolitan Police Service, based at and acting at Tottenham Police Station. The documents apparently / allegedly never reached the intended recipient. We have had falsified accounts and false documents in support of CRIMES. Ws now, have what may prove to be falsified records and statements of events (on fact and law) through the submitted to third parties alleged police records proper that caused the ‘prejudiced assertions by an officer at the CICA. It may well prove to be the only possible explanation as to why the Crown Prosecution Service (who rely and depend on the corrupt and the corrupted to prosecute criminals) also failed to respond to my letters as of 1997 and

recently. No one could or should ignore the fact that one WAS/is dealing with matters attached to and arising out of the criminal assaults (verbal and physical). Also the criminal damages to property; the deceptions and the dishonest handling of housing benefit funds misappropriated as a result of false statements, false and misleading statements in material particulars used and promoted by the fraudsters and the CORRUPT within Haringey Council. The criminal activities have been exposed already. FRAUD is fraud and corruption is corruption; the police in Haringey are called upon to put an end to THE crimes they were/have been made aware of. Note that intended for publication are a number of documents evincing the practices indulged into by the fraudsters from within Haringey Council; it includes withdrawal by Haringey Council from an alleged right to recover from landlords an alleged ‘overpayment of Housing Benefit’ paid in respect of a claimant. It was nothing but a fraudulent abuse of alleged legitimate provisions. The Government was caused to announce the withdrawal of legal aid funding to cowboy lawyers who use refugees with such others who co-operated in JOINT constructive frauds on the public. The recently announced changes in the distribution of Housing Benefit funds, through a Tax Credit Scheme, and the cessation of the facilities through the corrupt and the corrupted council staff was not due to police actions. The defaults and inaction by the police caused me to contact numerous government departments and senior members of the Government. My work and relentless submissions to many DID lead to announcements by the government. The documented evidence at my disposal played its part. It is not because of the likes of the persons who saw fit to misconduct in public office from within Haringey council. The government will be saving billions from being milked by the criminals the police saw fit to cover up through defaults and omissions. Direct obstructions to untainted and incorruptible LAW AND JUSTICE may well prove to have been the aim of the alleged police submissions to the CICA.

In the circumstances I draw the attention of the police within Haringey Division and the Metropolitan Police to the R-v-Dytham case. In that instance it was only a case of ‘misfeasance’ by the police constable; he was indicted and he ended in prison. In the cases attached to abuse of the Housing Benefit funds we are dealing with FRAUDS GALORE and CORRUPTION. Submissions were made recently to the office of Sir Paul Condon because in the promotion of fraud on private landlords the USE OF FORGERIES. At least two members of the police, within Haringey, appear to have negated in their public duties and or indulged as others did in the Wijemuni case. The police acting in contempt of Parliament’s Law. It would appear that within Haringey fraud and corruption are irrelevant criminal activities. CRIME evidently is immaterial to the police as long as their paymasters (among others) are the beneficiaries as in the latest case involving FORGERIES. Forgeries were secured, were promoted and WERE relied upon by the staff of Haringey Council. They advanced the false instruments as LEGITIMATE documents through which they and the police CAN determine that the rightful owner of properties can JUSTIFIABLY be defrauded OF THOUSANDS of pounds care of the corrupt and the corrupted as in the Wijemuni case. The Wijemuni case prompted this communication now. To all intents and purposes, NO PROSECUTION has taken place. I rightly assume so because I was not invited to give any evidence and no order for compensation for the damages caused to my properties (car and clothing) was ever referred to me. Kindly ensure that you acknowledge this letter and that you take immediate steps for me to secure the relevant copies I DEMAND, under my rights in law.

Dear Sir/Madam

Re: Demand for a copy of the statement the police allegedly submitted to the Authority.

I refer you to my letter of 13th instant and to the copies of the documents I transmitted at the same time. Reception of all pages was confirmed as received on the date by the receptionist. I re-iterate hereto my demands to have copy of the written submissions by the police to the authority. I must be afforded copy of the document prior to attending the review hearing I have requested.

Attached hereto copy of my letter of to-day’s date to the Metropolitan Police, Haringey Division. The content is self-explanatory. My rights in law have been violated and were/remain breached by the police, as the Authority disclosed. To all intents and purposes the police submitted false in law and on fact assertions. If one is to accept the allegations relied upon by the Authority, then, one has to consider the fact that the alleged submissions by the police are nothing but a violation of my rights in law, in breach of Sections of the Theft Acts. The falsehoods contained in the document / instruments are also in breach of the provisions of the Counterfeit Act. The fact is that falsehoods were or have been relied upon and or were submitted and have been used with intent, simply TO PREJUDICE my rights in law. Use of and reliance upon the alleged statements/information was established through the letter from the authority, dated 3rd November 1997. The Law provides for temporary or permanent ‘theft and or prejudice of properties and rights in law.

You received with my submissions on 13^th August 1999, copy of The LAW that I prepared and submitted to Councilors, officers and staff at Haringey Council. It was submitted also to the Metropolitan Police at Haringey. I point out that the criminal Wijemuni was assisted by fraudsters from within the legal circles to enter into and instituted proceedings at a county court. After his attempt to disappear following SER\’ICE OF A DEFAULT SUMMONS for the thousands he and his wife owed in unpaid rents. He alleged and relied on falsehoods and FORGERIES to secure alleged legitimate Legal Aid facilities; he failed. In good time ALL facts and the documented evidence may well be published on the Internet, if there be further abuses of and misconduct in public office by public servants. Fraud, theft. forgeries, and misconduct in public office are indictable offences. No one should have contemplated rewarding my tenacity and my vigilance through which the EXPOSURE of the corrupt practices at Haringey.

through the attempts the police are alleged to have indulged in through submission of falsehoods both on fact and law to the Authority.

I draw your attention to the Data Protection Act and to my rights under Articles of the European Convention on Human Rights as stated in my letter to the police; in particular I draw the Authority’s attention to article 6, paragraph (3) sub-paragraph (d).

In the event that the Authority was and or is satisfied that the information used, promoted and relied upon by the Authority was and or is founded and rests correctly on fact and law, then the authority MUST release to me a copy of the document/statement relied upon. I am entitled to exercise my rights, as provided for, under the provisions of Article 6 of the European Convention on Human Rights. Assertions without foundations and or substance are but fabrications and false statements. Assertions, as advanced by the Authority, resting on blatant false statements are subject to challenges and falsehoods can only be challenged on proof that the relied upon document exists. Only the illiterate in law promote non-existent instruments/documents and only parties to the promotion of falsehoods rely on obstacles and obstructions to untainted, unhindered and unadulterated rights in law and to Justice.

I will submit to the Authority the relevant Court of Appeal rulings and other High Court cases, reported in the press, as soon as I have received the copy of the written allegations submitted to the Authority in writing by the police, either from the police or the Authority. Obstructions to access to the document relied upon, is unacceptable; they constitute violations of my rights, as a victim of crime. I do not expect to be treated like the Lawrence family, so soon after that scandal and fiasco by members of the Metropolitan Police. The Authority cannot possibly allow itself to be seen to be party to such violations of rights and breaches of Parliament’s laws.

The Authority’s co-operation in the matters raised by me must be forthcoming without delays and or obstructions to my rights in law. The corrupt practices, attached to the Housing Benefit frauds, I was caused to investigate because of the deceptions and the dishonesties the staff of Haringey Council indulged in. I had no choice and it lead to the announcement by the government that the much abused Housing Benefit funds will cease being available to the corrupt and the corrupted within the confines of local Authorities. The news on 8th April 1999 referred to £800 millions lost(?) through and because of ‘complacency’ by council staff. It is a low estimate, however, and the fact is that I ought not to be victimised by the authorities for exposing the practices of public servants. For helping the government put an end to the deceptions, the dishonesties and the corrupt practices from within local authorities no matter which political party in charge, all should support my tenacity, my determination and my sincerity. No one should have objected to my work, or seek to cause damages to me by denying me my rights in law, unless of course, our country was and is being run by the corrupt for the corrupt through the corrupted and other corrupters.

Kindly ensure that you acknowledge this letter and that the Authority duly responds to my rights in law and to my demands.
